The UPOU University Student Council (UPOU USC), stands as the highest democratically elected student representatives of UP Open University, the fifth constituent university of the UP System. The USC aims to promote students’ rights and welfare and promote open and distance learning in accordance with RA10650 otherwise known as the Open Distance Learning Act of 2014. As a virtual university the USC represents the interests of more than 6,000 open and distance e-learners students from every province in the Philippines and a global community of students based in more than 70 countries worldwide.

For 27 years the students of UPOU lacked genuine student representation despite this being guaranteed under RA9500 or the UP Charter of 2008 which states that for every constituent university there shall be democratically elected student representatives. With the conclusion of the SPELEX we are proud to present the members of the very first UPOU USC.

As an independent body in the university the USC hopes to develop and improve programs for students' academic and holistic development, and integrate the students with various sectors of the society to instill a nationalist consciousness for the advancement of the Filipino people.
